destination, was scheduled for completion by March 2023 However, according to an environmental impact assessment notification issued by the Ministry of Environment and Forests, no aerial ropeway project can proceed without obtaining environmental clearance from the State level Impact Assessment Authority Moreover, Section 2 of the Forest Conservation Act, 1980, clearly states that approval from the Government of India is mandatory for using forest land for non forest purposes During the audit, it was found that the project required the diversion of 0 9001 hectare of forest land In response, the Tourism department requested forest clearance in February 2022 and the department received in principle Stage 1 approval from the Central Government in January 2023 On the other hand, the State Forest Department wrote to the Tourism Department in February 2023, requesting Rs 18 72 lakh for installing boundary pillars, compensatory afforestation etc According to the report, the Tourism department had not released any funds as of August 2023, and the Forest department had not handed over the forest land for the project by that time However, the project was found to have been undertaken without obtaining the necessary environmental clearance, spending Rs 16 42 crore in its execution by March 2023 The Tourism department had also admitted that the ropeway project was initiated without obtaining the environmental clearance during the Exit Conference held in February 2024 The department agreed to release the fund for compensatory afforestation during the conference , however till May 2024, the fund wasn't released, according to the report Meanwhile, it was also found that a local contractor was entrusted with a project worth Rs 20 16 crore for civil work, electrical work, developmental work, and fire extinguishers for the project in July 2022 However, during a joint verification, only the main gate was found to have been completed by March 2023 Out of the 12 components of the project, only one was found to be completed by March 2023 Upon checking the measurement books and vouchers, it was found that Rs 1 96 crore had been released to the contractor Of the total Rs 1 96 crore received by the contractor, work amounting to Rs 0 71 crore was found to have not been executed The report stated that Rs 0 71 crore was fraudulently entered in the Friday expressed shock over the 48 hour ultimatum served by the Kuki Inpi Manipur KIM , Kuki Organization for Human Rights Trust KOHUR , and Committee on Tribal Unity COTU accusing the NSCN IM for the deaths of two Kuki civilians in Thawai Kuki village in Ukhrul district, Manipur It questioned what evidence the Kuki community has to blame the Tangkhul community or the NSCN IM for that unfortunate and unwanted incident and demanded the withdrawal of the ultimatum at the earliest The Naga People's Organisation, Senapati, while condemning such incidents involving unknown miscreants stated that violence and unverified accusations will only aggravate the already sensitive situation and disturb the fragile peace in the region The Naga organisation, in a statement, reminded the Kuki community of certain past incidents where situations, according to them, could have easily escalated had the Naga community not exercised restraint in the larger interest of peace and the safety of innocent people It cited the incident at Ireng Naga village, where some Kuki miscreants reportedly dismantled a waiting shed and inscribed communal slogans on a stone, such as Kukiland and Stay Away Nagas There was also a viral audio recording of a self styled Commander of KNF P , Tiger alias Thangboi Kipgen, who directly threatened the village chairman, stating that his cadres would come and attack Ireng Naga Village, it mentioned It also cited another incident of the burning down of a residential building at Lungwiuram by some Kuki miscreants It was surprising that the responsible Kuki Civil Society Organisations did not come forward during those times In both cases, the Naga People's Organisation visited the affected sites and advised our people to localize the issues as far as possible and to avoid any form of escalation However, during the K Songlung incident, the United Naga Council UNC , without hesitation, owned responsibility and intervened promptly to prevent further escalation, it stated As per the Naga People's Organisation, the present communal tension in the Litan area is believed to have originated from the incident that occurred on the night of February 7, said that PMGSY Phase I has been cancelled all over the country except Jharkhand on the ground that its time had expired The Chief Minister stated that he recently met the Union Minister concerned and presented a detailed report on the State's violent crisis and its impacts on development works Following this convincing report, the Central Government agreed to sanction Rs 430 crore under PMGSY Phase I for Manipur, he said He said that tender processes for most of the PMGSY Phase I works were done in 2017 Churachandpur district was lagging behind other districts in the implementation of PMGSY works Around 400 Kms road works were yet to be implemented in the district As contractors started executing the PMGSY works in full swing to bring Churachandpur at par with other districts, the violent crisis broke out and many costly machinery were set ablaze, Khemchand said Responding to another policy cut motion raised by Th Lokeshwar on Labour and Employment, the Chief Minister said that 2542 sewing machines were purchased in 2021 at the rate of Rs 12980 per piece and the same were distributed to Labour Card holders in January 2022 After this, the Government has not considered purchasing sewing machines, he said So far, 81,242 Labour Cards have been issued In addition, Labour Cards have been issued to 6813 IDPs, Khemchand said Clarifying to a policy cut motion raised by Th Lokeshwar on Tribal Affairs and Hills, Deputy Chief Minister Nemcha Kipgen who is also in charge of TA Hills Department said that there is no question of the department committing irregularities in the process of giving scholarships to students against the guidelines laid down by the Ministry of Tribal Affairs The department has been giving two types of scholarships viz pre matric Classes IX and X and post matric Class XI to Graduate During 2023 24 and 2024 25, scholarship amount of around Rs 3 19 lakh of 3651 students could not be debited to the students' bank accounts as the banks were not linked with Aadhaar, Nemcha Kipgen said Earlier, Th Lokeshwar said that political influence and partisan nature could be seen in the process of issuing Labour Cards He urged the Government to look called upon one and all to stand firm and thwart census operations in Manipur Speaking to media persons at Manipur Press Club here today, MMTU Secretary Organisation Takhellambam Parijat said that the scheduled census operations will give a permanent space to lakhs of illegal immigrants in Manipur, and push the indigenous people to the brink of extinction Calling upon all the CSOs and the public leaders to understand the core issues, Parijat said that the indigenous people will face insurmountable challenges politically, economically and culturally if the influx of illegal immigrants is not checked immediately He asserted that all the illegal immigrants must be identified based on the National Register of Citizens NRC of 1951 which covered Manipur too He said that people were registered in the NRC 1951 based on 11 documents He asserted that carrying out census operations without first identifying and deporting illegal immigrants and executing delimitation based on erroneous or false census data are unacceptable The opposition against delimitation based on erroneous or false census reports is not directed against any community We are only asking to follow the due process of law , he added He alleged that the Government of India's decision to carry out census operations in Manipur without giving any thought to the restive situation resulting from the May 3, 2023 violence and the decades old issue of illegal immigration was driven by a hidden agenda Parijat pointed out that the census operations were deferred in Assam in 1980 on account of the issue of illegal immigrants and also in Jammu Kashmir in 1991 considering the State's law and order situation Even though a large number of illegal immigrants from Myanmar and Bangladesh were detected in the census exercises carried out between 1971 and 2011, the Government of India has been protecting the illegal immigrants, he alleged He said that lakhs of illegal immigrants have settled in 25 to 27 sub divisions of the 68 sub divisions in the hill districts and some areas in the valley These sub divisions have registered alarming growth rates ranging from 122 64 per cent to 168 78 per cent This is something unseen in any part of the world, and humanely impossible, Ranjit said As per the National Family Health Survey, the fertility rate of Meitei community is 1 77 while that of Meitei Pangals and hill people are 2 34 and 2 94 respectively The Government of India's decision to carry out census operations in Manipur without first studying this illogical and humanely impossible population growth in many hill sub divisions reeks of a hidden agenda, he asserted On the other hand, the 'foreigners pass system' was abolished on November 18, 1950 and a free movement regime was introduced between Manipur and Myanmar allowing people from each side to go 40 Kms inside each other's territory With a sinister design to protect and facilitate settlement of immigrants from Myanmar, 'Any Kuki' and 'Any Lushai' were inserted in the ST list of Manipur on September 18, 1951 Again, the chieftainship system made these immigrants villagers of several villages On the other hand, the indigenous Meitei community are being denied all kinds of constitutional safeguards including the ST status, he lamented He asserted that the Government of India has been deliberately suppressing the indigenous Meitei community Instead of enlisting the Meitei community in the ST category, the Government has been patronising and using the illegal immigrants as their vote banks, he said If the Government does not accept their responsibility and act decisively at such a critical situation, people must teach them a befitting lesson, he added ebuses on the card electric buses across Imphal city under the PM eBus Sewa scheme Responding to a cut motion raised by Congress MLA K Ranjit during today's Assembly session, the Chief Minister, who also holds the Transport portfolio, acknowledged that the roads in Manipur are not widening in proportion to the increasing number of vehicles He also mentioned that double parking often causes traffic congestion, emphasising that vehicle owners should exercise common sense when parking To reduce traffic congestion, bus services have been launched across 12 districts with designated routes, he said Khemchand also stated that the Inter State Bus Terminus at Khuman Lampak has been operational since January 26 this year, after a considerable period of non operation He went on to state that the construction of the Inter State Truck Terminus ISTT at Sekmai and its approach road is nearing completion Once completed, traffic congestion will be reduced to some extent, he said Regarding the scrapping of old vehicles, the Chief Minister stated that the Ministry of Road Transport and Highways has approved the project, and applications have been invited from firms for its implementation under the PPP model However, not many firms are interested in the project, as there are not many vehicles to scrap in Manipur, he said, adding that the Government will explore possible solutions In many European and Southeast Asian countries, people are not allowed to purchase vehicles unless they have garages, he said, adding that the Government will explore whether such a policy is implemented in any Indian States If any Indian State has adopted this policy, the State Government will consider what can be done in Manipur, he added He further said that the State Government is working to improve the transport system in Manipur and also implement the PM eBus Sewa scheme Congress MLA K Ranjit, raising the cut motion, stated that traffic congestion has become a regular phenomenon in Imphal He also stated that Imphal has become one of the ugliest and dirtiest cities According to Government reports, Manipur had 5,86,729 vehicles as of September 2024, a sharp increase from around 3 6 lakh vehicles in 2020, he said Noting that the roads in Imphal city have not been widened in nearly the last 10 years, the Congress MLA pointed out that it is not feasible to widen roads every year He suggested implementing a policy to regulate the increase in vehicles instead The Congress MLA also stated that irresponsible parking is one of the major causes of traffic congestion in Imphal city Stating that the frequent movement of auto rickshaws and e rickshaws in large numbers leads to traffic congestion in the Khwairamband Keithel area, he asked what policy the Government has implemented to address the issue Additional helicopter service scheduled for ImphalUkhrul route https://e-pao.net/ge.asp?heading=13&src=140326https://e-pao.net/ge.asp?heading=13&src=140326Sat, 14 Mar 2026 01:01:05 GMTThe
